Does not work on WinCE4.2 devices, These tend to be older devices.
I know it's possible to install Tomtom 7 on WinCE4.2 devices with the aid of Mortscript but to be honest there are far more reliable options out there for these devices like iGO Primo or Garmin Mobile XTCE. Go to the relevent sections on this site for more info.

This process is easier if you have a memory card in your device and a card reader in your PC, Or your device supports mass storage mode. You will not be able to activate your maps on the device via ActiveSync or WMDC.
This process looks scary but i just tried to cover every step in detail.

For the purpose of this tutorial i'm assuming that your device is already unlocked/hacked. If it isn't, read the notes about unlocking at the bottom of this tutorial.
Confirming your device has WinCE5/6 is tricky as there usually isn't a way to check built into the original navigation program, If you can access the devices control panel then the about screen will tell you, Sometimes there is a license sticker somewhere on the unit, Or the device specifications in the manual will tell you, Or failing that Google it.
If your device has no storage card slot you can install to My Flash Disk but check to see if there will be enough space, You may need to refer to the manual or Google to find out, If it connects as USB Mass Storage then right click->properties in my computer, DO NOT DELETE ANYTHING TO MAKE SPACE, NOT EVEN TEMP FILES! If you don't have enough space and there's no way to add external storage then unfortunately you're out of luck, I've never come across this in practice though. The TomTom program is about 23MB without any content. Factor in the size of your maps, Voices, Zipcode files and anything else you may need, And also allow for any future map updates.

I've deliberately renamed the file so it looks innocent to the host website.
The download password and archive password is navitotal.
I take no credit for this version, I found it on another forum, I only added the dll pack also found on another forum.
Extract the navigator folder from the archive (Password:navitotal) to the root of your storage Card or My Flash Disk if your device has no storage card slot.
Now you will need to run Tomtom to generate the .bif files, How to do this will vary from device to device.
If you have Explorer/FileManCE/Total Commander access on your device then navigate to My Flash DiskNavigatorTomTom Navigator.exe or Storage CardNavigatorTomTom Navigator.exe or wherever you installed the navigator folder to and run the exe file.
If you have to edit a Mortscript/Startup file then the executable will be at My Flash DiskNavigatorTomTom Navigator.exe or Storage CardNavigatorTomTom Navigator.exe unless you installed the folder elsewhere. Reboot your device to run Tomtom
You may need to complete the setup procedure (This seems to vary from device to device) Do this and eventually a message will appear saying There are no maps.
Now suspend/Turn off your device and remove the storage card, or connect to PC if you need to use USB Mass Storage Mode.

When it comes to maps, any feature set will work as a basic map, The extra files are ignored and just take up room, Try to download the PDA version (Usually the smallest file size)
Transfer both downloads to the root of your storage card or My Flash Disk folder.
Make sure your PC is connected to the internet and run AutoActivate from the PC. This will not work if your device is connected via ActiveSync (XP) or Windows Mobile Device Centre (WMDC)(Vista, 7), Use a card reader or USB Mass Storage Mode. If you have to use ActiveSync or WMDC then copy the folders Navigator, your map folder, ttnavigator.bif and AutoActivate to either a spare storage card or a USB memory key and run AutoActivate from there, When AutoActivate has finished copy the folders back again, Overwriting where necessary.
When AutoActivate reports it has finished remove and reinsert your storage card into your device or disconnect your device from the PC.
Run Tomtom again.
You may need to go through the setup procedure again.
Setting up the com ports and baud rate is tricky but a lot of devices are COM:2 Baud rate 4800, Tomtom lists the available com ports during the GPS setup It's usually the one with GPS written in it but not in every case, There will usually be a TMC port even if your device doesn't have it.
On the map screen tap the area underneath the right hand side of the map where the clock and signal strength is, Then tap the section to the right of the screen where it says 0 satellites or No GPS device.
Tap configure.
Use the arrows to find Other NMEA GPS receiver, Tap select.
Move the slider to select baud rate 4800, Tap done.
Tap on whichever COM port has GPS in it's name, This is not always the case though, Just repeat and try another if it's wrong.
Try Googling '[your devices model name] com port baud rate' if no GPS Device can be found.
If everything is set up correctly the little yellow and black circle will rotate and Poor GPS reception, Are you in a building? will be displayed in the top left corner
Now go outside and wait for a lock, This can take a while the first time.

If the yellow and black circle is rotating but no satellites are found, Or it can see satellites but does not lock, the baud rate is probably wrong.
If you get a lock and the map displays your current location you are done.
This version of Tomtom will probably now crash with an out of memory error, Reboot your device now and it should be ok from now on. For reference i think it's something to do with mapsettings.cfg as when you upgrade to new maps it will again crash on first lock.
If all is well make a backup of the My Flash Disk drive and your Storage card if available.
Now if you hard reset your device or something gets corrupted just copy the backups back to there respective locations and all your settings and activation files will be preserved.

NOTES:
Tomtom will not take advantage of custom hardware in your PNA device like TMC, Bluetooth handsfree calling, Voice control or even hardware buttons, These were features of the original navigation software and will simply not work under Tomtom.
The system clock will always be wrong, There seems to be a bug with the timezone information, You can sometimes correct it by minimizing Tomtom and changing the timezone with the device control panel, but this is lost after every reboot, I just turn off the clock and arrival time in Tomtom settings.
Any changes to the Windows folder, registry or control panel settings will be lost after a reboot.
ERROR MESSAGE NOTES:
If you get the error message 'Tomtom Navigator or one of it's componants cannot be found' This means that a dll Tomtom expects to find in Windows is missing, The dll pack included with the download should stop most of these errors occuring, However there's always an exception. Finding out what file is missing is beyond this tutorial.
If your device crashes with an Out of memory error on every run then the problem is with the Windows core, Most hardware vendors strip out everything from the windows core except what their program needs to run, Sometimes system files are replaced with modified versions, There could be many reasons, I've so far not had any problems with this version of Tomtom, But there's always an exception.
If either of these errors are happening then your device will not run Tomtom.
UNLOCKING NOTES:
If you haven't unlocked your device yet, you should bear some points in mind...
The files already in My Flash Disk are all there for a reason, All of them, The manufacturer will not waste space with unnecessary files, so DO NOT DELETE, RENAME or MODIFY any file unless you are 100% sure you know what you are doing.

This is especially important if your device connects as USB Mass Storage, Normally WinCE connects via ActiveSync or WMDC but some manufacturers (Navman) remove the ActiveSync drivers and use their own (or 3rd party) USB drivers, These would normally be loaded when the original nav software loads up, Changing the startup sequence of these devices will disable these drivers from loading meaning your device will no longer connect to the PC and you would have an expensive paperweight. That is why some unlocking methods run the original program and then kill the process, Be aware of this and research carefully, I always leave a back door into the device by linking to FileManCE or Total Commander when doing my own unlocks, just in case i need to copy back files to enable USB again.

Some devices like Medion GoPal and Binatone will scan memory cards for Storage CardGoCE.exe or Storage CardMobilenavigatormobilenavigator.exe and run that program instead of the pre-installed software, You can use Mortscript to point to the Tomtom executable. Remove the storage card to reset the device back to factory settings.
