Galar'Bargok (a Chthonic Unraveler) can be found on level 3 of the Bastion of Chaos (Anarchy), and will drop the Pulsating Obsidian Shard when slain.

Enter the Bastion of Chaos through a rift in the Necropolis and break the chthonian seal.
