When EXALT comes into play, you will be able to launch Covert Operations just like in vanilla, though beware - if you wrongly accuse a country of harboring their HQ, the country will leave the Council with immediate effect and the aliens will build a base there. I am new to XCom's Long War, and I am surprised in reading through the top post here not to see a discourse on the 'best' starting country. There are so many options. In my first start, I jumped onto Russia's Roscosmos as I was still used to playing for satellite spam.
